ROC Landstede has some prior experience with re-entry education. Participating in this project allows them to expand their experience. The partner has the following role in the project:
- development of methodology
- teaching target groups
- focusing education and the teachers’ attitude on the re-entry
- draw up activities of different agencies and departments that are working on re-entry
- pass on their experience to the DP
Stichting HBV
Stichting HBV Lindenhout has contact with the target group. Because of their experience they have a lot of knowledge that contributes tremendously to the partnership. A couple of examples:
- It is very important to have contacts with the educational institutions in the country of origin. Our diplomas need to link the schooling over there. We also need to be beware of arrogance and not asume by definition that our schooling is qualitative better.
- If every institution itself needs to visit a country to see how the re-entries are doing, we would waste a lot of time and money and will probably only be in a person’s way. Therefore, cooperating and joining strength is very important.

- collect information in countries of origin about schooling-, traineeships- and work possibilities for the individual participants of the EQUAL project after re-entry. The information obtained will be available for the participating ROC’s and partner organisations for the benefit of the educational routes of these participants.
- Facilitate with the preparation and execution of re-entry, like: conversations, travel documents, travel books, assistence by arrival, reception after re-entry (if possible) and feed-back.
- Improvement of expertise of teachers and co-workers in the Netherlands and of transnational partner organsiations.
The DP consists of different ROC’s and a couple of institutions that are involved in the reception and conduct the refugees. The ROC’s are spread over the Netherlands, so as many as possible refugees have the opportunity to participate in the project. The Nidos and HBV Lindenhout are in contact with the target group and know what their needs are. The IOM has experience in conducting refugees to and in their country of origin. The IOM has contacts in these countries. All the institutions are in contact with the target group all the istitutions will use these contacts to aim at the return to country of origin instead of a future in the Netherlands. In the complete route of identifying a refugee untill the re-entry, the partners are the first to be involved in any fase.
Nidos will participate in the DP without making any financial commitment.
The objective of the DP is compound. The most important objective of this project is the development of a methodology in which different disciplines will cooperate in an integrated fashion to make the re-entry of underage asylum seekers successful.
Another objective is to let the underage asylum seekers and former underage asylum seekers return to their country of origin voluntarily, where it gives them sufficient perspective to build their own future there.
A third objective is to let the network we build by the cooperation between the ROC’s, Nidos, GSJ Lindenhout, IOM and the council, serve as an example to other places in the Netherlands.
Intended results:
- The main objective of the project is the development of a conduct- and educational system that allows participants to successfully build a future in their own country. Evaluation reports in which the findings are joint of the experiences with the participants.
- The number of participants that actually returns to their country of origin is a result.
- The extent in which participants successfully build a new future in the country of origin.
- Draw up contacts with international enterprises in countries of origin
- Create an e-learning environment, so participants can keep in contact with the consortium partners.
- Individual re-entry plans
Policy effects:
- Future projects with similar target groups will be charactarized by an integrated collaboration between different disciplines.
- The national policy will aim more and more specific on the re-entry of underage asylum seekers
- It is possible to apply this systematically on other target groups as well.
The partnership will form a national steering committee which will carry
out this project. In addition, each partner will set up a local steering
committee to put in place the network needed to support single underage
asylum seekers. Each partner will provide support for the single underage
asylum seekers within its organisation.
The new method will be implemented in each cooperating organisation and
there will be a transfer of the new method to other organisations.
Through coaching, training and education, as well as materials and contacts in the country of origin, the participant/single underage asylum seeker will be given the opportunity to make well-founded decisions about their own future.
